Spotloan Tribal Loans Review: What to Know Before You Borrow

Spotloan is an online short-term installment lender based on the Turtle Mountain Reservation in Belcourt, North Dakota. The brand has been lending since 2012, first through BlueChip Financial and, since December 2, 2025, through Ningo Lending LLC. Both companies are owned by the Turtle Mountain Band of Chippewa Indians, a federally recognized tribe. Spotloan says more than one million customers have borrowed from it.

The product is narrow by design. New and returning borrowers can get one emergency installment loan of $300 to $800, while loans up to $1,500 are reserved for customers who have already taken 10 or more Spotloans. Instead of repaying everything on your next payday, you pay the balance down over as long as 10 months. Most borrowers have fair, thin, or damaged credit and need a few hundred dollars for rent, a car repair, or a medical bill.

Spotloan’s strengths are clear pricing, a published APR cap, no late fees, no prepayment penalties, and quick funding if you accept your terms early on a weekday. Its weak spots are cost, small loan sizes, and a lending license that comes from the tribe rather than your state. Should you consider it? Only for a short, real emergency you can pay off early, and only after you’ve checked cheaper options first.

Spotloan Pros and Cons

Pros

  • Installment repayment over up to 10 months instead of one lump-sum payday payment
  • Maximum APR of 490% is disclosed up front, and the homepage calculator shows total cost before you apply
  • No late fees and no prepayment penalties
  • Simple interest charged daily on the remaining principal, so paying early cuts the total cost
  • Lower rates for repeat borrowers: 330% to 460% APR after a first loan repaid in full and on time, and 99% APR starting with the tenth loan
  • Funds are transferred the same business day when you accept terms before 1:30 p.m. CT, Monday through Friday
  • Accepts both checking and savings accounts
  • Phone and email support six days a week

Cons

  • Very expensive: a $600 first loan repaid in 10 biweekly payments costs about $775 in finance charges
  • Loan amounts top out at $800 until you’ve completed 10 loans
  • Licensed by the Tribe’s Lending Commission, not by your state, so state rate caps may not protect you
  • Not offered in 11 states and Washington, D.C.
  • Reports loan activity to non-traditional agencies such as DataX and Clarity, not to the three major credit bureaus, so on-time payments won’t build your mainstream credit file
  • Past class action and state regulatory actions against the former lending entity
  • Only one open loan at a time, and no dedicated mobile app

Is Spotloan Legit?

Yes, Spotloan is a real, operating lender, not a scam. It has more than a decade of public history, a published mailing address, and a working phone line. Being legitimate, however, doesn’t make it cheap or regulated the way a state-licensed lender is.

Who issues Spotloan loans

Ningo Lending LLC, doing business as Spotloan, is a tribal limited liability company formed under tribal law and wholly owned by the Turtle Mountain Band of Chippewa Indians. Ningo originates and services loans from the reservation. Before December 2, 2025, loans were made by BlueChip Financial, also tribally owned. Spotloan says payments, the account portal, and contact details stayed the same.

The key fact for borrowers is the license. Spotloan’s own disclosure states that its lending license comes from the Tribe’s Lending Commission, not from the states where customers live. When you apply, you agree that you’re electronically “visiting” the reservation and accepting the tribe’s jurisdiction. That’s how Spotloan can charge rates far above many state caps.

Compliance and security

Spotloan says it follows tribal lending law plus federal laws that don’t conflict with tribal sovereignty, including the Truth in Lending Act, the Equal Credit Opportunity Act, the Fair Credit Reporting Act, the Electronic Funds Transfer Act, and Gramm-Leach-Bliley privacy rules. It’s a member of the Native American Financial Services Association (NAFSA), a trade group for tribal lenders.

Some applicants must verify their identity through a third-party provider before a decision, and Spotloan runs a formal identity theft records process for anyone whose information was misused.

Legal history

Spotloan’s record isn’t spotless. In Turner v. ZestFinance, a class action filed in federal court in Virginia, borrowers alleged that BlueChip Financial (doing business as Spotloan) and its former technology partner made loans above state interest limits without state licenses. The case settled for $18.5 million, with relief going to roughly 366,000 people who borrowed between January 2012 and October 2018 through cash payments or loan forgiveness.

Regulators have also stepped in. Connecticut’s Department of Banking reached a settlement agreement with BlueChip in 2019, and Spotloan no longer lends in Connecticut. In December 2024, Washington’s Department of Financial Institutions issued a consumer alert stating that Spotloan is not licensed in Washington, even though Washington still appears on Spotloan’s list of eligible states. Washington residents should read that alert before borrowing.

State availability

Spotloan currently lends to residents of 39 states: Alabama, Alaska, Arizona, California, Colorado, Delaware, Florida, Georgia, Hawaii, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Washington, Wisconsin, and Wyoming.

It doesn’t lend in Arkansas, Connecticut, Illinois, Maryland, Minnesota, New York, North Dakota, Pennsylvania, Vermont, Virginia, West Virginia, or Washington, D.C.

Spotloan Tribal Loan Amounts, Rates, Terms

Spotloan offers a single product: an unsecured, short-term emergency installment loan with no collateral.

First-time and repeat borrowers choose between $300 and $800. Preferred customers, defined as those with 10 or more completed Spotloans, can borrow up to $1,500. You can only hold one Spotloan at a time, and you can reapply once your current loan is paid off and the final payment clears.

The maximum APR is 490%, which works out to a daily interest rate of about 1.34% on your outstanding principal. Every first loan starts at that maximum. If you repay the first loan in full and on time, your next one may be priced between 330% and 460% APR. From the tenth loan onward, established customers can earn a 99% APR.

Spotloan’s own example shows the real cost. Borrow $600 at 490% APR, pay every two weeks for five months (10 payments), and you’ll pay about $775 in finance charges for a total of $1,375. Stretch the same $600 into 21 biweekly payments of $116, as the homepage calculator allows, and the total climbs to $2,436. Smaller payments feel easier, but they more than double the cost.

You pick both the loan amount and the payment amount, and terms run up to 10 months. Because interest accrues daily on principal, any extra payment or early payoff reduces what you owe in interest. There’s no penalty for paying early.

Spotloan doesn’t charge late fees. Skipping or missing a payment still adds interest, may be reported to credit agencies, and can send the account to a collection agency.

Funding depends on when you accept your terms:

Monday through Friday before 1:30 p.m. CT: transferred by the end of that business day

Monday through Thursday, 1:30 p.m. to 8 p.m. CT: transferred overnight

Friday after 1:30 p.m. through Sunday: arrives by the end of the next business day

Your bank decides when the money is available to spend.

How to Apply for a Spotloan

Before you start, make sure you meet the basics. You must be at least 18, have a job or other regular income, and hold a checking or savings account in your own name at a bank or credit union. Prepaid debit accounts aren’t accepted. You’ll also need your Social Security number, an email address, a mailing address, and a phone number.

Check your state and estimate the cost. Confirm your state is on the eligible list, then use the calculator on spotloan.com to see payment amounts and total cost. Spotloan doesn’t pull your credit until you submit the full application.

Complete the online application. Most people finish in about 10 minutes. Expect questions about your income, pay frequency, and the routing and account numbers for the account where you want the money.

Verify your identity if asked. Some applicants are sent to a third-party provider to confirm their identity before a decision is made.

Review your offer. Most applicants learn whether they’re approved within about a minute. Read the loan agreement closely, especially the APR, finance charge, payment schedule, and total of payments.

E-sign and time your acceptance. Accepting before 1:30 p.m. CT on a weekday gives you the earliest transfer window. Double-check your bank details: if funds go to the wrong account, you’ll have to wait for them to return before reapplying.

Spotloan Login

The Spotloan login portal sits at apply.spotloan.com, reached through the “Sign-in” link at the top of spotloan.com. The portal didn’t change when Ningo Lending took over servicing.

Inside your account, you can:

Make a one-time payment

Set up recurring payments

Cancel an upcoming scheduled payment

Spotloan needs at least two business days to process changes to a payment schedule or a payoff request, so don’t wait until the night before a due date.

Payments can be made several ways. Automatic ACH debit from your bank account is the most common, and Spotloan says 97% of customers use it. One-time debit card payments work online or by phone. You can also mail a check or money order to Spotloan, P.O. Box 720, Belcourt, ND 58316, but it must arrive and clear by the due date, and clearing can take your bank seven to ten days.

Some account tasks still run through customer service. To update your phone number, email, or mailing address, call 888-681-6811 or email [email protected]. The same team can help if you’re locked out of your account or can’t reset your password. Keep a copy of your loan agreement and disclosures from the day you sign, since they list every charge you’re responsible for.

If you can’t make a payment, call or email at least two business days before it’s due to discuss a new schedule or amount. Customer service is open Monday through Friday, 7 a.m. to 8 p.m. CT, and Saturday, 9 a.m. to 6 p.m. CT.

One safety note: several unrelated financial companies use the name “Blue Chip Financial.” Only sign in through links on spotloan.com, and never share your login with anyone who contacts you first.

Spotloan Reviews: What Borrowers Say

Spotloan’s customer reviews split sharply by platform. Its Better Business Bureau pages lean heavily negative, while Trustpilot, which Spotloan links from its homepage, shows a much friendlier picture.

On the positive side, borrowers frequently mention:

A short, fully online application they could finish on a phone

Quick decisions and money arriving the same or next business day

Being able to choose a payment amount and repay over months rather than weeks

Customer service agreeing to move a due date or adjust a payment after a phone call

Paying off early without a penalty and seeing the interest savings

Negative reviews focus on a different set of experiences:

The total payback, which can be two to four times the amount borrowed on longer schedules

Early payments going mostly to interest, so the balance drops slowly

Small loan limits that don’t cover larger emergencies

Feeling pressured or confused once an account moved to a collection agency

Learning after signing that state lending laws didn’t apply to the loan

Spotloan Complaints

Most Spotloan complaints fall into a few predictable categories, and they reflect how expensive tribal installment loans work rather than fraud.

APR and total cost. The top complaint. The 490% APR is disclosed, but many borrowers don’t grasp it until they compare the payoff amount with what they borrowed.

Slow balance reduction. Because interest accrues daily, a large share of each early payment covers interest. Borrowers who make only the minimum often feel stuck, even when they’ve paid for months.

Loan size. The $800 cap for anyone with fewer than 10 completed loans frustrates applicants facing bigger bills.

Missed payments and collections. Spotloan doesn’t charge late fees, but missed payments add interest, can be reported to credit agencies, and may lead to third-party collections. Several complaints describe disputes with collection agencies rather than with Spotloan itself.

Customer service. Experiences vary. Some borrowers praise flexible payment changes, while others report long hold times or trouble changing a payment on short notice. The two-business-day processing rule causes many of these issues.

Availability and state law. Applicants in excluded states can’t borrow, and residents of states such as Washington have raised licensing concerns with regulators.

If you have a problem, contact Spotloan first at 888-681-6811 or [email protected] and keep written records. If that doesn’t resolve it, you can file a complaint with the Consumer Financial Protection Bureau or your state’s financial regulator.

Who Should Consider Spotloan?

Good for

  • Borrowers in an eligible state who need $300 to $800 for a one-time emergency
  • People with poor or limited credit who have been turned down by banks and credit unions
  • Anyone who can pay the loan off early and wants to avoid a lump-sum payday loan
  • Borrowers with steady income and a bank account that can handle automatic payments
  • Returning customers with a clean repayment record who qualify for lower APR tiers

Not ideal for

  • Anyone who needs more than $800 on a first loan
  • Borrowers who can qualify for a credit union loan, a credit card cash advance, or a personal loan under 36% APR
  • People planning to make only the minimum payment for the full term
  • Residents of the 11 excluded states and Washington, D.C.
  • Borrowers who want on-time payments to raise their scores with the major credit bureaus

Spotloan FAQ

Is Spotloan legit?

Yes. Spotloan is a real tribal lender operating since 2012, now through Ningo Lending LLC, which is owned by the Turtle Mountain Band of Chippewa Indians. It publishes its rates, address, and phone number. It has faced a class action and state regulatory actions over its rates and licensing, so treat it as legitimate but expensive and regulated by tribal, not state, law.

Is Spotloan a direct lender?

Yes. Spotloan isn’t a broker or matching service. Ningo Lending, doing business as Spotloan, approves, funds, and services the loans itself from the Turtle Mountain Reservation. Your application, loan agreement, payments, and customer service all stay with Spotloan unless an unpaid account is later sent to a third-party collection agency.

How much can I borrow from Spotloan?

New and repeat borrowers can request $300 to $800. Preferred customers who have completed 10 or more Spotloans can borrow up to $1,500. You can only have one open loan at a time. The amount you’re offered depends on your application, income, and repayment history, so approval for the maximum isn’t automatic.

Does Spotloan check credit?

Yes. Spotloan doesn’t offer no credit check loans. It pulls data from non-traditional credit reporting agencies such as DataX and Clarity, which show accounts like credit cards, loans, and financing agreements. Spotloan says it doesn’t check your credit until you submit the full application, and it uses its own scoring model to look beyond traditional scores.

How long does Spotloan approval take?

Most applicants finish the application in about 10 minutes and learn whether they’re approved within a minute. Funding timing depends on when you accept. Accept before 1:30 p.m. CT on a weekday and Spotloan transfers the money that business day. Later acceptances arrive overnight or by the next business day, depending on your bank.

How does Spotloan login work?

Sign in through the “Sign-in” link on spotloan.com, which opens the account portal at apply.spotloan.com. From there you can make a one-time payment, set up recurring payments, or cancel an upcoming payment. For contact updates or login trouble, call 888-681-6811 or email [email protected].

Does Spotloan have an app?

No. Spotloan doesn’t offer an official iOS or Android app. The website and account portal work in a mobile browser, so you can apply, sign in, and make payments from your phone. Avoid third-party apps with similar names, and sign in only through links on spotloan.com.

What is the Spotloan phone number?

Spotloan customer service can be reached at 888-681-6811 or by email at [email protected]. Hours are Monday through Friday, 7 a.m. to 8 p.m. CT, and Saturday, 9 a.m. to 6 p.m. CT. Mail goes to Spotloan, P.O. Box 720, Belcourt, ND 58316, including check and money order payments.

Can I get a Spotloan with bad credit?

You can apply with bad credit or limited credit history, and many Spotloan borrowers have low scores. Spotloan’s model considers income and other data beyond traditional credit scores. That said, approval isn’t guaranteed, and first loans always start at the maximum 490% APR regardless of your credit profile.

Is Spotloan available in my state?

Spotloan lends in 39 states. It doesn’t lend in Arkansas, Connecticut, Illinois, Maryland, Minnesota, New York, North Dakota, Pennsylvania, Vermont, Virginia, West Virginia, or Washington, D.C. Washington residents should note that the state’s financial regulator issued a 2024 alert saying Spotloan isn’t licensed there.

What are sites like Spotloan?

Sites like Spotloan are other online lenders offering small installment loans to borrowers with imperfect credit, including tribal lenders and state-licensed installment lenders. Compare amounts, APRs, terms, and state availability before choosing. The lenders featured in the Sites Like Spotloan section above are a good starting point for side-by-side comparison.

What happens if I miss a Spotloan payment?

Spotloan doesn’t charge late fees, but missed payments add interest because your principal stays outstanding longer. Late amounts may be reported to credit agencies, and unpaid accounts can go to a collection agency. Call or email at least two business days before the due date to ask about changing your payment amount or schedule.
